Family Specialist – MSW

Policy Researcher/Analyst
David Rothenberg Center for Public Policy

The David Rothenberg Center for Public Policy focuses on Fortune’s policy development, advocacy, technical assistance, training, and community education efforts. DRCPP integrates Fortune’s internal expertise – the life experience of our formerly incarcerated staff and clients and our first-hand experience as a direct service provider – with research and evaluation to advocate for a fairer criminal justice system; promote effective program models and needed supports for people with criminal justice histories; and change the counterproductive laws and policies that create unfair barriers to the successful reentry of people with criminal justice histories into our communities.

The Policy Researcher/Analyst will bring research and writing support to DRCPP’s policy work and will have the opportunity to provide leadership in developing policy positions and documents such as white papers. The Policy Researcher/Analyst will work on a range of DRCPP issues including housing, employment and more.  A significant portion of the Policy Researcher/Analyst’s time, in the coming years, will be dedicated to DRCPP’s new  HIV Care Program.  The HIV Care Program is an innovative training series designed to improve health care outcomes for HIV+/high risk criminal justice involved by providing cultural competency training to the health care providers who serve them. The program is based on the “academic detailing” model, whereby trained professionals conduct one-on-one meetings with health care providers to train them on evidence-based practice with improve health care outcomes.

SPECIFIC RESPONSIBILITIES

  • Initiate, research and prepare Fortune policy statements and papers on city, state and national criminal justice policy initiates.
  • Keep up-to-date on research on DRCPP/Fortune issues.
  • Develop community education materials about barriers to successful reentry and community safety, including, but not limited to, criminal record-based barriers to housing and education.
  • Ensure policy research is reflected in our external communications including website and media responses.
  • For HIV Care program, conduct literature reviews of current cultural competency trainings aimed at health care providers, specifically in regard to minority and/or criminal justice involved populations, and other studies on the subject, or order to establish best practices as well as to assess gaps in current service provision.
  • Research through in person interviews, focus groups and surveys.  For HIV Care Program, meet with and survey HIV+/high risk Fortune clients to assess access to health care services and satisfaction with these services.  Meet with and survey health care provides to assess perceptions about serving HIV+/high risk patients and identifying gaps in their knowledge and resources.
  • Develop curriculum for training programs.  Assess curriculum success based on data provided by trainer on a periodic basis.
  • Other duties as assigned.

ORGANIZATIONAL STRUCTURE

SUPERVISES:    does not supervise paid staff, but may supervise interns or volunteers

QUALIFICATIONS:

  • Master’s degree, preferably in public health, human services, criminal justice, sociology or related field, with a strong background in research and writing in public policy.
  • A minimum of two years relevant work experience, preferably in a nonprofit social service setting.
  • Must be detail oriented with superior analytical skills.  Ability to do “big picture” thinking and solve problems in a way that is creative and collaborative.
  • Excellent oral and written communication skills coupled with exceptional people skills.
  • Understanding of both qualitative and quantitative evaluation methods

Senior Director of Employment Services – The Fortune Society   

The Fortune Society is seeking to fill the position of Senior Director of Employment Services.  The Senior Director will provide program oversight, strategic leadership, and overall vision to ensure the quality delivery of vocational services to job seekers. The Senior Director will build upon Fortune’s vast experience in the criminal justice field to enhance our existing employment services program that meets the needs of jobseekers with criminal records, as well as position the organization as a leader in the field of workforce development.  The candidate must be a critical thinker, well-versed in workforce development trends and best practices, able to analyze data and identify trends, and capable of incorporating data into the day-to-day activities of the department and the achievement of outcomes.  The candidate must have strong verbal and written communication skills.  Under the supervision of the Chief Program Officer, the Senior Director of Employment Services will perform the following:

Responsibilities:

  • Manage the overall performance of the Employment Services Department.
  • Manage multiple contracts/grants and meet all contractual requirements.
  • Manage Fortune’s Business Advisory Council
  • Manage Fortune’s business development activities including the Fortune Cafe Project
  • Develop systems and processes to enhance work productivity and client outcomes.
  • Directly supervise or via other management positions within the department supervise all job readiness training, business development, and career advisement activities.
  • Assess, recommend, develop, and implement job readiness training, job placement, job retention, and career advancement best practice strategies to obtain maximum client outcomes.
  • Develop strategies to fund and implement sector-based hard skills trainings in high-demand industries.
  • Develop and implement strategies to further integrate Employment Services within the Agency.
  • Develop a plan to evaluate and disseminate the Agency’s job readiness training, job placement, job retention, and career advancement strategies for working with formerly incarcerated individuals.
  • Participate in Agency’s fundraising efforts.
  • Perform other duties as needed directed by the Senior VP or President/CEO.

Qualifications:

  • BS/BA, advanced degree preferred or equivalent of professional or life experiences and  10+ years of progressive management experience
  • Extensive and specific knowledge of workforce development and job retention strategies
  • Five years of experience in economic development/marketing strategies or equivalent
  • Experience in relevant workforce research activities, data collection, and analysis
  • Ability to execute multiple assignments and flexibility to work within a dynamic, fast-moving environment
  • Experience working with the substance abuse and/or formerly incarcerated or disconnected youth population
  • Excellent written and verbal communication skills
  • Bilingual a plus

The Senior Director of Training and Technical Assistance will focus on developing and implementing DRCPP’s training and technical assistance work.  DRCPP and Fortune are regularly called upon to assist organizations to replicate our service model; understand reentry laws and polices and to educate about criminal justice and reentry issues facing our clients.  The Senior Director of Training and Technical Assistance will  assess, manage, create and oversee Fortune’s trainings and technical assistance work.  In particular, this position will spend a considerable amount of time over the next few years on our HIV Care Program, an innovative training series designed to improve health care outcomes for HIV+/high risk criminal justice involved by providing cultural competency training to the health care providers who serve them. The program is based on the “academic detailing” model, whereby trained professionals conduct one-on-one and small group meetings with health care providers to train them on evidence-based practice with improve health care outcomes. Other areas of training and technical assistance include employment, housing replication and cultural competency.

SPECIFIC RESPONSIBILITIES:

  • Technical Assistance – as part of the DRCPP team provide technical assistance and training to other service providers on policy and program development, particularly in the area of HIV and AIDS, housing and employment.
  • Training – implement one-on-one and group trainings.  For HIV Care Program, will be training on single messages with hospital, clinic and private practice staff, including doctors, nurse practitioners, physician’s assistants, nurses and social workers. Schedule and conduct follow up sessions as needed.
  • Outreach, Recruitment and Client Development –identify partners for technical assistance and training through networking, social networking and participating in coalition/association meetings to introduce The Fortune Society and DRCPP.  Develop relationships in field.  For the HIV Program, identify  local health care providers (both facilities and private practice physicians) to receive training.  Schedule informational meetings at the facilities and manage all aspects of these events.
  • Reporting and Project Management – Manage training and technical assistance contracts to ensure contract compliance and excellent project delivery.  Work with internal partners on evaluation tools as needed. Conduct analysis of data and report on progress.
  • Advocacy: Serve as Fortune’s subject expert on interventions for HIV+/high risk criminal justice involved individuals; assist the David Rothenberg Center for Public Policy (DRCPP) to provide documentation, testimony and community support for these issues. Develop and maintain community partnerships with other criminal justice policy advocacy organizations
  •  Other duties as assigned.

Coordinator, Gun Violence Clinical Services

In September 2011, the Speaker of the City Council announced the Task Force to Combat Gun Violence, formed in response to an increase in shootings in New York City.  Its membership includes 20 individuals representing service agencies, associations and academics.  The Task Force has recommended a new Crisis Management response that would unite community-based groups with city agencies so that all are working together to respond to and prevent gun incidents. 

At its core will be a CeaseFire program, which focuses on services and violence interrupters, with expanded wrap-around services.  The program follows the FEMA model and looks at four different parts of a major event: Response, Recovery, Mitigation, and Preparation.  Within the Response category is a Mental Health component, provided by our Better Living Center which provides mental health and therapeutic services to assist individuals that have been affected by incidents of gun violence or who are at high-risk for being involved in gun violence in the future.

Under the supervision of the Associate Vice President, Program Services, the coordinator will perform the following tasks:

Responsibilities:

  • Outreach & Recruitment –collaboratively evaluate and recruit clients from the CeaseFire/SNUG Program Caseloads in targeted neighborhoods having the highest rates of gun violence in NYC.   Focus on indentifying individuals with criminal histories, as well as their family members, who have been affected by incidents of gun violence and/or who are at high-risk for being involved in gun violence in the future.
  • Crisis Intervention – the CeaseFire model requires an on-the-ground, street-level involvement and the coordinator must be on call 24/7 to work with the interrupters and outreach workers from the CeaseFire sites who engage directly with the individuals affected by incidents of gun violence in the target neighborhoods.
  • Referrals: This individual will also serve as the liaison to the BLC – connecting those who need mental health treatment back to our facility where they can receive an in-depth assessment and evaluation, individual and group psychotherapy, and when appropriate, prescriptions for psychotropic medication   from a certified Psychiatrist.
  • Reporting: coordinator will assist in developing reporting tools that will document program services and inform the Task Force committee members on the effectiveness of mental health services as part of this initiative.
  • Advocacy: act as Fortune’s subject expert on the use of mental health services as a tool to combat gun violence; assist the David Rothenberg Center for Public Policy (DRCPP) to provide documentation, testimony and community support for these issues.
  • Training: provide in-service education to Fortune staff on the issues surrounding gun violence and develop tools for counselors to use as part of their individual counseling practice with clients; provide training to outside agencies as part of the DRCPP on these issues.
  • Other duties as assigned.

Qualifications:

  • A deep, personal commitment to ending gun violence in our community.
  • A self starter with strong organizational skills and initiative.  Track record of initiating and being the driving force in creating challenging model programs and interventions.
  • Willingness to be on call and to provide services in community settings, immediately upon occurrence of incident of gun violence as well as in preventative and proactive interventions.
  • LMSW with additional formal training and experience in community organizing, youth development and issues facing underserved populations.
  • Knowledge of the communities most impacted by gun violence; cultural competence regarding the strengths and challenges of these communities and their residents.
  • 7 – 10 years of providing crisis intervention services or trauma based interventions in underserved populations.
  • Subspecialty in providing services to youth with mental health histories of mood disorders, anxiety disorders, post traumatic stress, and more severe forms of mental illness like schizophrenia
  • Excellent written and verbal communication skills
  • Knowledge of evaluation tools
